In 2008, the European Centre’s MA:IMI project has entered its second phase. The period of the second review and appraisal cycle of the Madrid International Plan of Action on Ageing (MIPAA) and the Regional Implementation Strategy (RIS) (2008-2012) will undoubtedly be an important and critical one, as the challenges facing ageing societies are further pronounced due to the demographic dividend now ending in many UN-ECE countries. A last window of opportunity to implement at least the core measures to live up to the goals, objectives and ten commitments formulated in Madrid and Berlin, in 2002, and reconfirmed in León in 2007, will open till around 2012.

Background and follow-up to MIPAA and RIS:

  • Vienna International Plan of Action on Ageing, 1982 (Adopted at the First World Assembly on Ageing, WAA-I)
  • Madrid International Plan of Action on Ageing, 2002 (Adopted at the Second World Assembly on Ageing, WAA-II)
  • Regional Implementation Strategy, (RIS) 2002 (Adopted at the Berlin Ministerial Conference)
  • Progress in the Implementation of MIPAA and RIS (León Ministerial Conference, 2007)

Objectives

    The main goal of MA:IMI is to provide scientific and technical assistance to governments in implementation and monitoring of their actions on ageing within the UN-ECE region (56 Member States) by the following steps:
  • To promote an exchange of information, experiences and good practices in ageing-related policies
  • To carry out and foster data collection, research and analysis
  • To maintain a network of organisations, national authorities, NGOs and other concerned bodies
  • and individuals active in the field of ageing
  • To disseminate results

Work Programme and Main Activities

2008-2012: Second Phase – MA:IMI / II

  • Introducing new, additional sets of indicators
  • Publishing research findings
  • Updating the “Monitoring RIS” website
  • Generating timely dissemination of information via newsletter alerts
  • Organising technical workshops and international conferences

2003-2007: First Phase – MA:IMI / I

  • Developing “Indicators of Achievement”
  • Collecting, visualising and analysing data
  • Setting-up the “Monitoring RIS” website
  • Disseminating research and analysis in publications and in international conferences
  • Organising workshops, conferences and seminars

2001-2002: Preparatory and Conference Phase

Indicators of Achievement

A key outcome of the first phase of the MA:IMI project is a set of indicators to monitor the implementation of the political goals and objectives as formulated in MIPAA and RIS and to measure progress made in achieving them. Our indicators, developed and prepared in consultation with international experts, cover four main domains:

  • Demographic factors
  • Income and Wealth
  • Labour market participation
  • Social protection and financial sustainability

In gathering and compiling data on these indicators, a unique database has been created.
In addition, during the second phase of the project, we are developing, and collecting corresponding data, on:

  • Long-term care;
  • Gendering ageing; and
  • Quality of life indicators
